Changing SOC code from 3545 to 2139 & Premium visa appointm

Hi all,

I'm already in Tier 2 general since July 2014 with occupation (SOC 3545).
I have now got new job offer with change in occupation (SOC 2139) new employer A-rated. Is it fine??
But I am not sure if UKBA allows it or not? Should apply COS as a new entrant or experienced candidate??

How does premium visa appointment work?
Can I book an appointment before getting COS to save time? Will I get an appointment within 2 weeks?

the new sponsor has to carry out an RLMT before they can assign a CoS to you (takes 28 days) and you'll need to be paid the experienced salary rate.
