EEA4 or Citizenship route?

I am confused about my current possibilities regarding my status and have two questions:

I am coming to the end of a 5-year EEA2 partner visa (I am the non-EEA partner), and need to either (a) ask for permanent residence through the EEA4 route, or (b) apply for citizenship.

I would prefer to apply for citizenship but it is not clear at all to me whether I qualify. I have been here as an EEA partner for five years, but in student visas for another 10 years before that. The citizenship documents I have read suggest I need to be a permanent resident before I can apply for citizenship--- is this correct??

My second question is, is there any way to expedite the EEA4 application? Or do I need to send the passport into the UK Home office for up to 6 monhts again?!

1) If on EEA route, 'confirmation of PR' card (DCPR) is now required.
Has sponsor been exercising treaty rights continuously for 5 years?
Have both parties' absences from UK been kept within prescribed limits?

2) Yes.
(Can request to have passport returned after application has been filed)

Thank you. So it appears I will have to go down the EEA4 path. Am I correct in thinking that I can only apply for this exactly one month before my EEA2 visa is due to expire. (i.e., mine expires 25 May, so I can only send my new papers 25 April)? Or can I send it already and expedite quicker?

1- Yes, sponsor has been exercising treaty rights continuously over past five years and both of our absences have been to the prescribed limits.

2- great news about being able to get my passport back as I have international travel already booked for May.

There are no 28-day type rules under EU route.
Simply apply when you qualify to confirm your PR regardless of date on any current RC.

I am also confused by the wording on 'EEA family or extended family member'.

I am an unmarried partner, with eidence of cohabitation (which is how I got my EEA2 visa). If indeed it is a permanent residence card application what I need to do (rather than EEA4 which I can't seem to find anywhere), do I apply as a 'direct family' or 'extended family'?

EEA4 is the old name - its simply called PR now.

Yes, you are an extended family member if not married to your partner.

Note The form is a monster; you don't have to use latest- you may prefer to use an earlier (simpler) version.
