Will I be affected with the EU-UK Deal ?

I'm No EU Citizen and married to a EU Citizen i'm gonna apply to extend my stay in june or july, i'm in the uk with a Tier 4 Visa, will i be affected with the EU-UK deal that exclude NON-EU Spouses from the EEA route ?

There is currently no deal between the EU-UK.

Is there any chance that this low doesn't affect me in june or July when i send my application, (ps: we are already married)

No it doesn't and you appear to have misunderstood the intentions, which refer to the Surinder Singh route.
