Question Visa Ireland

Just a quick question....sorry if it has already been asked!

If both my husband and I wish to move to Ireland
me=Irish citizen living in Italy nearly six years
him= Visa required national Morocco living with me in Italy as spouse of EU National

When we apply for a visa for him to join me would I have to already be set up in Ireland? Job, House etc....
