i am wondering if anyone comming on visitor visa in uk and can change their status to UK work permit..? is it possible..? please do reply...

No it isn't.

An application can be made while you are here, but you must then return home for entry clearance.

you mean a person/company can apply here for work permit and once permit is issued then person has to go back to his country and apply for visa on the basis of work permit..?

Yes. The company must apply for it, and make clear it is on an 'out of country' basis.
