Home Office Decision letter

Dear all,
My spouse visa was refused initially and later on won the appeal from first tier tribunal. Two weeks before I recieved my brp card from Home office. Please note that when Home office refused my visa mistakenly they return my passport with other documents. In general they keep the passport.Till today I haven't received the Decision or approval letter from home office. I phoned several times and they keep saying already send the letter two weeks before. My question is where should I write to get the decision letter? . Could you guys also guide me template of the letter? I found one address which is

It's getting late on a bank holiday weekend.
