i want to know that can a romanian passport holder work in belgium or do his own business

Yes. It is possible. I assume by Romanian passport that you mean you are a Romanian citizen. If you are not a Romanian (or EU) citizen, the chances are very low or zero.

You will need a work permit, which will be the basis for a residence permit.

You will need a job offer that meets the minimum salary requirements, unless you have advanced skills. Then it may be possible to work as self-employed, but you would need to operate your own business.

You may not work as self-employed for low level jobs (such as construction or plumbing, for examples).

More information from you is needed to understand what might be possible.
