H1-H4 conversion valid ?

Hi all :
Say X person come to US on H1 and quit the job and then applies for H4(as a dependent for another person's H1),is this valid scenario ?
Now there is time gap between the person quits the job on H1 and approval of his/her H4, during this period does person has to go back to India ?

Please advise.
