Its a bit hard to make sense of your case but here goes...
(I assume you are non-EEA).

1) Your joint PR clock is stopped then. Noone has acquired PR yet (based on stated timelines).

2) If sponsor is not a qualified person then you don't have a right to work.

3) A RC is not a visa. It just shows your status on the day of issue.

CSI cannot be backdated.
You still have a gap when your PR clock was stopped so your PR clock has been reset to zero.

If sponsor starts work soon then the PR clock will restart and you will all be regularised again and able to reside and work in UK.
But there's no time for anyone to acquire PR now (due to Brexit in a few years).

4) They might do that.
But there is a rigorous administrative procedure to be followed;
any/all such decisions have to be proportionate and are made taking all circumstances into account.

Noone is going to come and smash your door down and throw you in jail.
