TB tests and GWS number

Hi, Got a bit of a problem not sure what to do.

My fiancée needs a TB test for her visa application. The TB test centre are saying she needs a GWS number for the TB test. My solicitor says she doesn't need a GWS number, as she'll only get that once the application is submitted, and it won't be submitted until she has the TB test result...

anyone have any experience of this?!
