Is this true? Does this mean that non-White people are excluded from the Netherlands?

ANYONE can become a Dutch Citizen if they live in the Netherlands for five years (legally) and pass the NT1 and NT2 exams.

I wonder why that article doesn't mention anything about Switzerland, where a person can become a Swiss citizen ONLY if he/she has at least one Swiss parent.
