Tier 4 switching to tier 2 dependant

May I ask if I am able to switch from tier 4 to tier 2 dependant. I am a student now with scholarship from my home country.
Please give me your advice.

If your scholarship was provided on the condition that you return to your home country, you may now need to negotiate with the scholarship provider over what happens now that you intend to extend your stay in the UK.

You do not need the scholarship agency's consent for the PBS Dependant application, as you would for a Tier 4 or Tier 2 application, but it may leave you in a difficult legal position in your home country if you do not meet the conditions of the scholarship.

If the scholarship is from a U.K. Agency which requires return to home country but does not specify a period before which you can re apply, in that case can a tier 2 dependant apply for a visa outside the U.K. After having returned to the home country?
