Hello friends,
Recently I joined a college for an evening course. The college has considered me as a local pupil as I have been here for about 3 years and 8 months. I was wondering if this at all considered a public fund ?

no. it's definitely not public fund, unless it's subsidied by local council.

If you do a search, John has given the list of funds that are considered "public funds" quite a few times before.
