Certified Claims

I have a question. I am applying for a 10 year route based on Private Life.
On the application guidance notes they state that the HO can Certify your case and you will only be able to appeal from outside the UK. It states that you can check what evidence to provide so that your claim is not certified on their website gov.co.uk.
There is nowhere on that site anything about this. Where can the information be obtained?
