Spouse visa while both living abroad

Hi all,

I'm looking for some information regarding US immigration.

My husband is a US citizen and also a Canadian Permanent Resident. He moved to canada when we were married 2 years ago and I sponsored him.

We are considering now that we would both like to move to the US.

Does anyone have some information on how we could start the process? Does he have to return to the US before we file or can we file while we are both living outside the US?
