payment rejected, visa now expired

Hello,

I'm writing on behalf of a friend. we submitted our student visa application together but 2 weeks later his application was returned cos for some reasons the card payment was refused? now his visa is expired and although a reference number was provided with a new form he is simply confused.

should he reapply? will he be refused? should he go back home and abandon his study?

pls share your experiences?

jacky, as the home office gave a reference number and a new form, I would actually advise to fill the form asap and enclose a cover letter to explain the problem and mention the reference number given by the HO.
