I am student(indian) in uk and i want to marry my girlfriend who is romanian. can i marry her in uk and do we both have right to stay here.

Your fiancée is an EEA Citizen, and certainly can marry in the UK, without needing special permission.

You, not an EEA Citizen, you will need to apply for a CoA .... a Certificate of Approval to Marry ..... and once you have got that, the two of you will need to go together to the Register Office to give the needed Notice of Intention to Marry. Then proceed with the marriage when permitted, and after the marriage you should file the appropriate form, to get confirmation of your ability to exercise EU Treaty Rights in the UK.
