Two questions if someone can help and advice please.

1.Does the spouse of a British citizen 3 yrs period start from the date she first arrived in the UK, or does it start from time she gets indefinite leave to remain in the UK
2. Here in Yorkshire,there are small organisation that take the English test(one is at Leeds college) on a one day course , which cost between £200- £300. You are guaranteed to pass if you know basic spoken and written English. They give you a pass certificate, which they send off with a copy of your passport to the Home Office, who then within 12 weeks send you a certificate, which you send off with your application for Brit citizenship.
Is this procedure legit and acceptable.
