I have a UK visitor visa which is valid till 17 November 2017 and i am currently in UK and want to apply for Tier 2 Dependent Visa for 3 year. Can i apply for Tier 2 Dependent Visa with in UK or do i have t go back to India then apply it.

You will have to return to India and apply from there. You can't apply for any category of visa while in the UK as a visitor.
(Casa, not CR001)
