"Awaiting a Decision" What does actully mean?

I applied for standard visitor Visa for myslef,wife and son from Lahore on 13th July, 2017 , no SMs/Email received yet. Yesterday sent email to them (5.48 GBP) , they replayed " Awaiting a Decision" What does actually mean it? How much time this may take?

It means the application is being processed but no one can predict how long it will take to reach a decision. :idea:

If I reply to that email to check the status again after 1,2 days should I have to pay again?
