HSMP & Spouse visa in UK

I am currently staying in the UK on the highly skilled migrants visa. My husband is working in the UK on an italian passport. Does anyone know if I can get a spouse visa instead of reapplying for the HSMP extension?

You may apply for FLR(M) if your husband can claim permanent residence.

How long has he been in the UK (as an EU citizen)? How long have you been married?
