There may only be the option of an appeal outside of the UK as the HO have toughened up in order to:
"prevent repeat rights of appeal and prevent delay from appeals against unfounded claims"

If there is no appeal right from within the UK the alternative may be to request a Judicial Review. Section 3 leave would only continue if the JR succeeds.

There is generally an appeal from within the UK, unless the claim is certified as totally unfounded.
