shortage occupation point system and salaly

Hi, I'm a little bit confused about tier2 general visa for the shortage occupation.

I'm going to apply for the Graphic designer which is on the Shortage occupation list.

And I'm 29 years old, I already know that my age is part of experienced salary scheme.

In my case, how much is the minimum salary to apply for Tier 2 General visa?

Is it still 30K?

I contacted our HR today and they informed me that if the job is on the shortage occupation, minimum salary can be matched as It's shown on the shortage occupation list.

My Salary will be 23K, our company is A rating company and I have a BA degree from the UK.

Am I applicable for tier 2 shortage occupation?

I look through the point based system, But still confused :(

As the table shows that if the job is on shortage, I can just add my salary as an additional point on the top of shortage occupation point. sorry for the very unclear understanding.
