British Citizenship

Hello,

A friend of mine recently applied to register his sister(aged 11) and brother(aged 13) as British Citizen but his application got refused.Parents have passed away and the elder sister is the main guardian. Home office said they can only register at the age of 18. Is this correct? Is there anthing that can be done to register the children now because they have been in the Uk for the last 5 years.

What visa have they been on so far? Do they have ILR? Is your friend also a British citizen?

They all have ILR.
