International students' working hours

I've read that it's against the law for an international student on a student visa in the UK to work more than 20 hours during term-time. Is this actually enforced anywhere? Would an employer really check if their employee's overtime (exceeding 20 hours) is taken outside of their place of study's holiday period?

The employer risks a large fine if there's a visit by HO officials and the illegal working is discovered.

The student on the other hand has violated the conditions of his visa the moment he works more than 20 hours outside of the holidays and if found out will be automatically banned from the UK for a number of years when HC321 comes into force.
