Why new tier 1 form combines application + Leave to remain?

Why new tier 1 form combines application + Leave to remain?

I am quite surprised to see the new Tier 1 combined application form (new HSMP + Futher Leave to Remain).

What is the point of asking passport during initial application? What if the application is refused??
