New rule for non-urgent NHS treatment?

Hi,

Apologies if this has already been posted -- I've tried searching but can't find anything that discusses this.

I am a British citizen and my wife is currently on a FLR(M) visa (recently received her 2.5 yr extension). We have been living together in the UK for over 3 years. We have been trying to have children for almost 3 years and are getting referred to an IVF clinic for fertility treatment.

My question is around this line in the below article "Under the changes, migrants from outside Europe, who pay an immigration health surcharge, will also lose their right to free NHS fertility treatment."

Does anyone know more about this?
Are these new rules now active?
Does this mean my wife and I won't be eligible for IVF treatment on the NHS?
