Canadian Student Visa question

My friend (Indian citizen) is currently working on an H1 visa in the USA. He wants to give up his job and study for a Masters degree in Canada instead. Can he apply for an Candian student visa from the USA or does he have to go back to India to apply?

He can apply from the States, so long as he remains "in status".
