HSMP - English Language requirement

Does anybody know if Certificates of Proficiency in English (eg Cambridge, Michigan, etc) are accepted in lieu of the IELTS test?

I have found this paragraph under the Case Worker Guidance

"Exceptionally, if the person already has an equivalent English language certificate, we can accept this, if it is equivalent to IELTS band six. This does not need to be gained within any set period."
