EEA apply for PR before five years as active person in an EU nation

Dear all,

I'm a family member with my Spanish husband residing in the UK for nearly 3 years. I read form GOV website about applying a PR before 5 years including a scenario as:' start work or self-employment in another EEA country or Switzerland - you must usually return to your UK home once a week, and have worked or been self-employed in the UK continuously for 3 years or more beforehand' (link as https://www.gov.uk/eea-registration-cer ... ence-early). I feel it's an interesting point but the requirements seem unclear.
My question is: is there anyone knows what is exactly the situation to qualified in this category?
1. Does he must stop working in the UK?
2. If he still living in the UK but has a self-employed business in Spain can it be counted?
3. If he need to come back to the UK at least one time per week, how long time he need to keep after applying the PR?
