Uk spouse visa husband decision

Heart breaking as my passport cnic is on my husband name every document was attached but they didnt believe that we share married relationship. Payslips were attached still they said he cant support me . He earns more than 18600 pounds.
He from Uk appeal in Nov 2017 and IHS fee deducted Dec 2017. I have few questions please help:
1- What does IHS fee deduction in dec 2017 means?
2- Its March 2018 end and April start we got no letter no date. What does this means?
3- Mostly in appeals when we get date for 1st stage?
His lawyer wrote letter also for expedite case and date but they say will update soon.
Please help me when mostly we get in 1st stage is anyone has gone through this process?
