UK VISA - Need some suggestions

Hello all,

I would need some suggestions from the members.

1. I was on Tier 2 Short term ICT visa in the UK expired in 2017.
2. My company then applied for me on Tier 2 ICT Long term with COS of 1 year meaning expired in 2018.
I am back to my country now.

Now,
Am I under cooling off period now.? What are the exceptions to it?
Can I get a job in the UK with a different Tier Visa?
