One way of doing this is (May be I shouldn't say this in the forum) get your hubbys relative to apply for a fresh passport in Pakistan assuming that it will issued in the absense of the person and ask your hubbys relative to DHL it to UK.. There you go got a passport... not legal way though as some countries prohibt sending passport abroad. He may have to explain to the pakistani immigration when he arrive or may be he could walk in to the country without any problem. Depends on luck... Try it! It may work.

Did you ever think that your requset could have provoked the official to act in the way he did. You say your hubby is an overstayer, but wants to renew his passport, which he hasnt got.Do you think you could have walked into any other countrys consulate, and got sympathy for your sittuation, if you explained to them what you have written in this post.

If your hubby has lost his passport, he still needs to fill a form for a new one. He has to put down that he cant produce it because he has lost it. They will make enquiries and if it is appropiate, they will issue with another one.

I would certainly not advise you to make one in Pakistan while your hubby is still here. It is illegal to do that.Furthermore even if a new one is issued your husband, still might have to show th existing one which will show his status in case he want to prove to someone here that he is here legally, which is going to bit a diificult because you say he is an overstayer
