I do not think it may be a stupid question.

Just a thought that if some body is living in United Kingdom Legally from 5 years or so.

Would he be able to apply for any country nationality which is or was ruled by British Government .Is there any law or some thing exist.

Let's think about this, with respect.

In regards to former British territories, why would the UK have any powers over the laws of another sovereign nation (in the granting of citizenship)?

As for BOTs and BDTs (British overseas territories and British depedent territories), as far as I know, time spent in the UK only counts towards eligibility for British citizenship.

Or are you referring to crown dependencies like Guernsey?

Why should an independent country be expected to grant its nationality to someone living in the United Kingdom?

There was a day when a UK passport let you do this. However it was when the world map had a good deal of pink - ah the good old days of Empire.....
