Forever good character checks

One week from 6 months and still no decision. Contacted HO and given the good character check. I am just curious how you can check something that cannot be defined. I suppose the check can take forever and there is nothing you can do about it. What if the costs for checking exceeded my application fee, would I have to pay the differential
