EEA Dependent - E.C. - Resident Card

To Whom It May Concern,

Dear Sir or Madam,

My Mum is portuguese and my Dad is brazilian. They are both retired and self-sufficient. They used to live in Brazil, but since retired they decided to leave Brazil and they have bought a place to live in Portugal. Currently, they are living with myself (I am portuguese) and my husband (he is English) to help us out with our 6 months old baby girl (in May 2018 I gave birth to my daughter here in London).

Initially, my Dad was advised to leave the UK every 3 months because he holds a Brazilian passport, but in his second time returning to the UK from Portugal, he was advised to look for "EEA Dependent - E.C. - Resident Card". As his daughter and someone that speaks and reads fluent english, I have been trying to help my Dad with this situation through the gov.co.uk website, however I am finding it slightly confusing and I do not want to submit any application form without really knowing exactly WHICH ONE we should go for.

Has anyone gone through anything similar? Shall we be looking at EEA QP or EEA FM or even something else?

Do they have CSI?
How long have they lived in UK?

If they do have CSI and have lived here less than 5 years, your Mum can use form EEA (QP) to ask simoultaneously for a Registration Certificate (RC) for herself and a Residence Card for your Dad.

If they don't have CSI and have lived here less than 5 years - they can either:
1) Wait for Settled Status in March
2) Try to apply as your dependents using form EEA (FM) (but only if you're exercising treaty rights)
3) Buy CSI and apply as self-sufficient using form EEA (QP) - after March, they'll also have to apply for Settled Status.
