Application for EEA FM Surinder Singh

Hi everyone,
We live in Ireland as Self-Sufficient (private Pension) UK citizens with my Non-EU dependant mother. She received her Family Permit in October this year.
We are planning to move to the UK in December and have a couple of questions:
1. How quick she can make her EEA FM application after we arrive in the UK?
2. What documents from UK we should submit with an application? We own a house in the UK and UK bank account.
