Italian naturalisation is it considered as eea

Hi, somone enetered the uk as argentanian nayional in nov 2013, got naturalised as italian citizen in dec 2013 and got italian passport in may 2014. Since nov 2013 she is working in the uk. Can she apply for eea PR i decem 2018( on the basis of naturalisation) or will she has to wait till may 2019 that when she got the passport?

December 2018 - from the date she naturalised as an EEA citizen.
