Permanent residency EU citizen

I am an eu citizen looking to apply for permanent residency in december 2019. My employment has started in december 2014, i was working 22 hour per week until january 2015 from when ive started to work 37hours per week. I was living with family so I quess I was self sufficient as my earnings from work were sufficient for me. In may 2017 i took a maternity leave and i have also started to claim state benefits (housing benefit and so on). After a year of my maternity leave I have returned to work and have been working 13h per week. Based on my circumstances am I likely to be granted a permanent residency ? Thanks in advance

I would also like to add that I have been living with my mother since 2006 until 2017 who was a qualified person throughout that time (working) but Im not sure if thats of any relevance and whether I can apply for pr based on that. She doesnt hold a pr document though.

By the time you'll have accrued 5 years, Permanent Residency will be phased out and the Settled Status system will be in place - so you'll need to apply for that.
Being a worker is not a requirement for SS - you'll only need to pass a residency, identity and criminality check.

The reason I wanted to apply for PR was to apply for british citizenship 12months after being granted PR. If I apply for SS after the PR is phased out, will SS be enough to be granted citizenship ?

If you're married to a UK citizen, you'll be able to apply for citizenship immediately after acquiring SS. If you're not married to a UK citizen, you'll presumably have to wait 1 further year to apply for citizenship - as SS is not backdated. So, provided you get SS in Dec 2019, you'd be able to apply for citizenship in Dec 2020.

Be careful with the acronym "SS". On these forums, it generally means the "Surinder Singh" route. It has also occasionally stood in for my username, confusing the hell out of me and others. Stick to spelling out that particular acronym.
