New online visa app for EEA family permit

Hello all,
I have actually just finished my UK Visa Online Application with it's new website. As far as I know, the EEA Family permit is for free,but when I go to * VIew my application*, I still see the section * Pay for application* as it shows below.
Did I apply for the wrong visa type? Is it normal? Can you advise please?

Pay for Application
