SETTLEMENT VISA REFUSED TWICE

Hello,
I would appreciate your views and advice on my issue.
I applied for Hm forces dependent settlement visa in September and i was refused. The refusal letter stated that i meet financial requirements and all other requirement with the exception on English proficiency requirement. I took the IELTS a1 test and reapplied. I have been refused again on the basis that my sponsor doesnt meet the financial requirement. His gross is GBP 21,700 (for s dependent and a child) but they require 22,400. The arrived at his gross using his lowest salary. His salary is not static because he is in the navy and it goes up when he is on deployment.I am confused because why did the first letter state that we meet the requirement only for the second refusal to state otherwise? do we have a case? can we appeal?

she is a Ghanaian. My Husband is in The royal Navy and he is settled.
