I have just arrived in UK on WP a week back. My earnings for last 12 months are in INR. Can i apply for Tier 1 from UK?

Would i be able to uplift the income considering the fact that i was in india for the entire 12 month claim period?

Yes you can. But you wont be able to claim the additional 5 points for UK experience (unless ofcourse you got a joining bonus of GBP 16000)
