Cooling off period and shortage occupation

Hi CR001,

I have a quick question. I was on tier 4 general student visa from 2015 to 2016 and then I switched to tier 2 but I left my job in May 2017 and came back to my country. Though, the cooling off period is complete and I can apply for a fresh tier 2 but just for the clarification, does cooling off period applies to the jobs that have been on the list of shortage occupation from past 6-7 years? If not, then does the salary threshold applies to it?
