Eea family permit refused outside eu plz help

Hi, I am new to this forum I will really appreciate help.

My spouse applied for eea family permit outside eu, he was refuses because I was student and dependent on my mother we had CSI for everyone. Objection was "my mother's income does not demonstrate the ability to support all three of us, me my spouse and my mother. As such we didn't demonstrate we will not be burden on social assistance system of UK" case worker refused the application because he is not satisfy that we completed requirements of regulations 12 see (ECGs EUN 2.23) of the immigration EEA regulations 2016.

We applied last month but since beginning of this year I started working and I do roughly 20 to 25 hours a week gross anum salary I am expecting is 8 to 10k. I was wondering will that be enough or I need 18.5k per anum? Also how many months pay slips are required as I was told by my spouse solicitor we need 6 months pay slips around 6k per anum salary should be enough? I will be living with my mum maybe paying a bit of rent.
