Can the eu national apply for settle status in france, my wife gone to france for baby birth, but she lives in london..(she like french medial system) she is french.

She is most likely to be back in london by april 2019''

A valid application can only be made in the UK.

Settled status rolls out after 29th March so she's gonna be ok. You can't actually apply for it right now unless you want to go through the permanent residence route.
