EEA Family Permit was refused

Hello everybody,

I am Vietnamese. My husband is Romanian. We got the marriage certificate in Vietnam. And we are applying for EEA Family Permit to UK. We got refused 2 times already. The reason was "I have failed to provide our marriage certificate". But in fact, I did submit our original marriage certificate and the translation. Both original and translation was legalized at Ministry of Foreign Affairs of Vietnam. And I know that British Consulate in Vietnam no longer do apostilled stamp here in Vietnam so I can’t have our marriage certificate apostilled in British Consulate in Vietnam.

I would like to ask if we still need to do anything so that out marriage certificate will be recognised by UK Government? Since we got refused 2 times because of our marriage certificate.

Possibly translate though a certified translator recommended by the local British embassy?

Hi. I did have our marriage certificate translated in 1 of the translator recommended by them. I am so confused what's wrong with our application Or maybe because of Brexit, they tried to find a reason to refuse us?

Did they return the original marriage certificate and translation after your applications were refused?

Hi. I am applying from Vietnam so we have to bring all documents to the VFS - visa application center and they will scan. The scanned files will be sent to Home Office by VFS. After I was refused, I checked with VFS and they said they already scanned everything I have no ideas about this. I am so depressed because it wasted a lot of my time to go back and forth to reapply
