FLR FP A1 Test requirement

I am confused I was just testing out out the new FLR FP form which is very easy to do.

I wanted to know my wife who is on her FLR FP 10 year partner route she's on her second extension will apply for third extension next year she was exempt from taking the A1 test for extending her visa just before she applies for her settlement ILR she needs the A1 test now on the application it says

If you did not need to meet the English language requirement when you last applied, but you need to meet it now, you’ll need to pass an approved English language test at level equivalent to CEFR level A1 or higher.

Does the old rules still apply how the visa was given or she needs to take the test for extending her visa.
