How to get a statement saying that my home university degree is equivalent to a Bachelor degree in the UK?

Hi, I'm applying for a Tier 2 (general) visa to work as a research assisant in an UK-based university. I have an IELTS UKVI academic test result: overall 7.5, listening 9.0, reading 8.5, writing 6.5, speaking 6.0. According to: https://www.gov.uk/tier-2-general/knowledge-of-english , only "at least CEFR level B1 in reading, writing, speaking and listening" is required, and I have checked online and they said that CEFR B! is equivalent to IELTS 4.0-5.0. But that is such a low score, so I'm not too sure if this is really okay. And the link does not say whether to take IELTS UKVI academic or general.
So does this mean that I have enough English requirements ?

Hi, I have just finished my studies in Information technology in an university in Vietnam.
I have been accepted an employment contract working as a Reasearch assistant in a UK university. However it seems that when I arrive there, I will have to submit my documents so that they can verify them. But what if they ask for a statement saying that my home university degree is equivalent to a Bachelor degree in the UK? All I have is my degree and my academic transcript. If this happens, I'm afraid I would have to return to my home country then try to get the document and then return to UK which would be too time-consuming and a waste of money. How do I get this statement, if it exists at all?
