ILR refused But Grant 30 months visa on child basis

Hi, my AR refused in April 2017. so I applied my wife and kids FLR (FP) and the case was remain pending until they completed 10 years in January 2019. so varied to SET (LR) and today Homeoffice issue them 30 months visa. HO saying after AR refusal continuity is broken even though i applied within 14 days of refusal

HO decision is correct. You need 10 lawful years and your section 3C ended in 2017, so no lawful stay since then
