Spouse visa through EEA route or BC route

I am Non-EU and my partner is EU citizen, and we are planning to get married in the UK. I have residence permit through Tier 4 DES here until the end of 2019.

My first question is: When I get married to my EU partner, can I apply for family or spouse or any type of dependant visa inside UK? Are there any requirements for it, like I have to reside here for at least 6 months?

Second question is: He is going to get his British citizenship through naturalisation within 2 months. Do you think is it easier to get the family or spouse visa through his citizen, because of Brexit case?

Yes, you can apply for Pre-Settled Status.

Are there any requirements for it, like I have to reside here for at least 6 months?

No residency requirement, but you need to prove that your marriage is genuine (which probably deserves its own post).

It is widely known that it is easier for EU citizens to obtain family permits for their families to come to the UK than it is for British citizens. This is because there are financial requirements that the British citizen needs to meet, that don't apply for EU nationals. So answer to your question is a flat NO. It is not easier to get a family permit through the British route, on the contrary, it is less straightforward, and also more expensive.

I not an EU citizen and I would like to apply to visa to live with my EEA husband in the UK who already has is PR card.
While searching for the different visa application options, I got confused.

Am I supposed to apply to a family visa (https://www.gov.uk/uk-family-visa) or family permit (https://www.gov.uk/family-permit/eligibility)?

I know one is for British citizens, and the other is for EU citizens' spouses or families, and I don't want to pay more through BC route, so I want to apply through EEA route.

In the government website I am not able to find the right information about EEA family visa, if I can apply inside the UK as I have a residence permit valid until the end of this year through Tier 4 doctoral extension scheme (not through 6 months family permit visa).
